If you are a new customer they are going to be offered at many financial institutions. The zero percent credit cards promotion on the card won't last beyond 1 year (some cards offer even less). An interest rate will be applied to the balance on your credit card after the zero percent APR has expired.

Credit card companies offer this as a way to attract customers to sign up for their 0% credit cards APR. No bank will lend money freely to customers forever. 

You will still be able to spend money on your credit card with a rate of 0% as long as the zero percent APR promotional period is still in effect. Customers can use a large amount of credit for large purchases and other activities without worrying about any kind of interest charges.

Also, certain zero percent credit cards will also allow balance transfers from other credit cards at the same 0% APR rate as well. If you have high APR or high balances on your other credit cards and you're already paying interest on them you will find major relief doing a balance transfer from those credit cards to this zero percent credit card. It's a major way to save on paying interest charges and will make that money available you would not normally have. If this feature is taken advantage of you can really use that money to pay down your high interest credit card debt.

Another way to look at getting zero percent credit cards is that it gives you a second chance to get your finances together. The 0% APR period may last for 1 year or less so within that period of time you can still use your card and pay down your debt without worrying about any additional interest rate charges.

The credit card apply process for zero percent credit cards is simple but think about these things before you do so:

Know your credit standing and check your credit score: This is because many banks and financial institutions are raising their criteria for lending money to consumers and you are more likely to get your credit card application approved if you a responsible credit consumer

Compare zero percent credit card offers: You should also compare a couple of zero percent credit card offers before finally deciding on one

Find longer 0% credit card promotional periods: Make sure to find zero percent credit cards with the longest 0% APR period. The 0% APR period varies from credit card to credit card (6-18 months)

Check the regular APR (interest rate): Know what the APR will be after that promotional period ends and choose your zero percent credit card accordingly
